Modi government’s conspiracy to turn Kashmiris into a minority, 83,000 non-Kashmiris issued domiciles in 2 years

Srinagar: April 09, 2025: A report by the Kashmir Media Service has revealed that over 83,000 domicile certificates were issued to non-Kashmiris in Jammu and Kashmir during the past two years, sparking allegations of a deliberate attempt by the Indian government to alter the region’s demographic composition. The data emerged from a written response provided by the administration in the legislative assembly to a question posed by Abdul Waheed Para, a legislator from the People’s Democratic Party (PDP).

Analysts cited in the report suggest the actual number of such certificates could be significantly higher, potentially reaching into the hundreds of thousands. Critics argue that the Modi government’s 2019 amendments to Jammu and Kashmir’s domicile laws, following the revocation of the region’s special status under Article 370, were designed to facilitate the issuance of residency documents to non-local Indian citizens, including Hindu settlers. This move has raised concerns among local political groups and rights activists, who claim it aims to dilute the Muslim-majority character of the region by gradually reducing Kashmiris to a minority.

The Indian government has consistently defended the domicile law revisions, stating they promote economic development, integration, and equitable opportunities for all Indian citizens. However, the issuance of certificates to tens of thousands of non-residents has intensified debates over demographic changes and the political future of the disputed region. International observers and human rights organizations continue to monitor the situation amid escalating tensions over Kashmir’s autonomy and identity.
